User from another tenant cannot develop Flows or add connectors in Environment

Hi all,
I have a user from another tenant (a related company) that has been set up in Entra as a Member and is appropriately licensed. They are a member of the Group for the environment and can develop Power Apps in it with no issues. They however can only see a shared Flow via the email sharing link, but cannot see it in either "my flows" or "Shared with me" (but can access the environment), and cannot add any connectors nor edit/save a Flow - the message received is "Go to your org's default environment"
I have set them up as Environment Maker in the environment (actually tried System Admin as well), but to no avail. I am obviously missing a step somewhere. 
Any suggestions greatly appreciated.

    Hi Warren,

    Have you tried clearing the cookies?

    I’ve encountered a similar issue with Dynamics. I created guest users to access my Dynamics system, but they were unable to open it. The problem seems to be related to cookies. Since they also use Dynamics themselves, the cookies from their own tenant block access to mine.

    In my case, the users could access the environment, but they couldn’t open the app. Clearing cookies resolved the issue temporarily, but it reoccurs when they log back into their own Dynamics.

    It might be worth testing this by either clearing cookies or using a different browser exclusively for accessing the other tenant.
