I want to create Virtual Machine for Desktop Power Automate flow where I don't need Laptop to get start and for One License how many virtual machine can be build ??
The only Power Automate license that includes any kind of a virtual machine is the "Hosted RPA" plan, which includes a VM and a Process license for unattended automation. This costs $215/month and includes a single machine.
Other licenses (Power Automate Premium and Power Automate Process) do not include any VMs, and you would need to find a 3rd party hosting provider to host your VM.
