servicenow - download and upload xml data

I am looking for option to automate this process , download an xml file from one instance to another instance.

 

SN(A) - (download) - upload to 3 SN instances

 

I am able to record this steps using the PA Desktop , this will be temporary until the team apply one of ootb solution.
