EDIT, please disregard.

Hi,

I have an app that point to the serverlist in SP. My app has two screen, new and decom. Decom has default mode.edit and it will only display if the Item property is set to Last(Source) in which only the last item will trigger the flow if modified, any previous/older items modified won't trigger the flow.

How can I show the Decom Screen and also make sure that any item modified will trigger the flow?

How about adding a condition to the Submit Modification button in the second screen?

Set(var,Last(list).ID);SubmitForm(your form);Set(var2,yourform.LastSubmit.ID);If(var=var2,flow.Run())
