    I assume you are using a Send an HTTP request to Azure DevOps action for this URL? Make sure you use the Relative Url (without the dev.azure.com/orgname part) in the Relative URI field.
     
    Additionally, it looks like you are missing an iteration id (a uuid value) in your example url (or did you obfuscate this?):
     
    Can you also share a screenshot of your flow setup? This will help troubleshooting.

    Below is an example setup, if that helps?
     
    @{variables('Project')}/@{variables('Team')}/_apis/work/teamsettings/iterations/@{variables('IterationId')}/workitems?api-version=7.1
