HTML- PDF Design

Hi, is there a sure fire way of styling html so I can be certain the layout is what I need eg to make the content fit the page when printed etc? is there a guide for the size of the container div that will cover the exact size of a4? 

I've created some simple printouts already but every time I made a change I had to generate the pdf then go back and adjust the html to fit. 

Not much of an issue when it's simple like that but I need to make some more complicated designs now and this way isn't really viable workflow wise.

    Print is too limited for what I need, hence the use of html-to-pdf method, unfortunately the html and sizes I'd assume would work correctly completely destroy the layout as soon as I convert it to pdf.
