Cannot publish copilot due to "Unterhaltungsverfeinerung"

Hi guys,
 
i cannot publish my copilot agent as i always get the message:
You have refined your entertainment coverage. However, this function blocks publishing. Change your settings or contact your administrator to publish this agent.
 
I am not sure what I should have set up to prevent the process.
The button to publish an agent is greyed out.
The error is in german and only translated.
 
Anybody know which settings must be changed?
We already tried giving a user the system admin role and enabled all DLPs.
