Flow hits authentication error when test folder is changed. User has access to add, edit and remove files in destination folder.

I have a flow that updates files from one location in SharePoint to several destination folders also in SharePoint.  Testing the flow with test destination folders, there were no errors.  An authentication error is thrown when the destination folders are updated to the required endpoint.
The user running the flow has the access to add, edit and delete files in the destination folder, but does not have member access to the root SharePoint page. 
I cannot grant membership access to the root SharePoint page as other folders within that page need to remain secure and this flow would be widely used.
Is it possible to add flow access to a folder within the SharePoint page without granting access to the remaining folders? Or is granting access to all folders the only way to allow Power Automate flows in a SharePoint page. 

The flow only creates and updates files. It has no deleting paths.

    I have received more clarification on the user's access to the root SharePoint site and have updated ^.
