Do you mean installed in Microsoft Teams? If so, I would say an option could be to use the Graph API with HTTP action and use the List apps installed for user method in a Power Automate flow:

But it does require some additional logic. You have to loop through all the user to list who has installed a specific app.
I got a first version of a working example.
The general idea is to list all users. Check which apps they installed. Match the results of that installed apps with the chatbot id in a filter array (compare it with the id from the teamsAppDefinition) and append the userPrincipal name of the user in an array if there is a match.
You could use the final array (after a join with a semi-colon character) in a Send an Email or probably other ways.
