When file is created excluding folders from path name

Hello,

 

I am trying to exclude subfolders from a flow that creates Planner tasks if a file is created in a SharePoint library.  My flow runs, but I can't get files to make the condition of the Flow fail that should fail based on my condition.  The condition is the folder path of the file created does not contain the word "ARCHIVE".

 

This condition is failing to stop the Flow from running on files created inside folders with the word "ARCHIVE" in it:
