How do I create an automated flow in which when a user attempts to delete a file/folder from OneDrive, it triggers an email approval for deletion that automatically rejects it

I have attempted to follow the article mentioned here: https://learn.microsoft.com/en-us/answers/questions/684797/prevent-delete-but-allow-moving-files-for-a-docume

I am unable to make the desired flow, it keeps rejecting the URL
