Word Connector licensing cost question

We need the Word Online (Business) premium connector for the repeatable row feature. I'm tryng to figure out how the cost works.  Would the cost be for the developer that creates a solution using the connector or for each user that uses the application that uses the connector?

    The Word connector is a premium connector. If you are using it in a Flow with an automatic or recurrence trigger it will run in the context of the maker and only the maker will need a premium license. If you are using a manual or Power Apps trigger it will run in the context of the user running the flow or the app and they will all need Premium licenses.
