Viewing PDFs when offline

Hello does anyone know of a way to view PDF attachments when they're stored locally.   I've used the SaveData and LoadData functions to save a local collection of the attachments however the PDF viewer requires a HTTPS response or BLOB object to view the PDF. I don't see any possible way for offline viewing.
