What do you mean by “action’s response web page”? Is it “Send approval email” action’s response web page? Looks like below:
If I understand correctly, currently, it seems that we can only customize “Approve”/”Reject” with different languages, but not able to customize the whole page. May I suggest you submit an idea at Flow ideas Forum about this issue:https://powerusers.microsoft.com/t5/Flow-Ideas/idb-p/FlowIdeas
