Excelから取り出したデータがISO8601を指定していても時間にならない

皆様こんにちは。
デスクトップフローを作成しています。
Excelのテーブルから「行の取得」を行った際、ISO8601を指定していても時間（ex,8:00）にならず、シリアル値（ex,0.33...）になってしまい、困っています。
Excelには数式で時間が求められています。
「セルの書式設定」は「時間」が選択されています。
数日前までは正常に時間（ex,8:00）で取得できていました。同じフローで設定を変えた覚えはありませんが、今はなぜかシリアル値で値が返ってきます。
ISO8601を指定していても時間（ex,8:00）にならず、シリアル値（ex,0.33...）で取得されてしまう条件はありますか？
