Can I prevent approval options via email?

A cursory google search seems like I am the only one with this issue, but with approvals I am unable to add an attachment to the email (Not yet a feature apparently), and therefore our company doesn't want people to be able to approve directly from the email because that allows them to approve without bothering to look at the attachment.

Instead we want to force them to log into flows and check the approval itself (Yes I know they still don't have to look at the attachment, but it removes the temptation to 1-click approve).

It would work like this:

Approval required > email sent to approver with link to the approval in Flows (No vote buttons on email) > user must provide approval within Flows

Is this possible?

    Hi @Anonymous,

The approval request is a kind of actionable message. To embed an actionable message card in an email message, we need to wrap the card in a <script> tag. The <script> tag is then inserted into the <head> of the email's HTML body. However, there is no way to edit the format of the approval request.

However, there have way to add an attachment to the approval request email, for example:

Is it possible to have that attachment be taken from a SharePoint list rather than a document library? I don't get any option other than library, and that seems to mean selecting a file when I create the flow, but I need a different file (or multiple) each time based on the file uploaded when the flow is triggered.
