How do I create a powerapp to use offline?

I see this discussion thread in a few places but do not see the solution. Can somebody help me understand how to do this?

 

I have a SharePoint List that  is being used in a Power App. How do I get the Power App to store and then push the data once connection is gained? This is imperative for a project that I am working on. If our field techs cannot use the app offline, then it does me absolutely no good to use it.

    I have an app that my techs will be using on a Surface Pro. I need them to be able to use the app offline so they can still gather the data needed. I reviewed the articles and to be honest, they did not really help me. I am not a programmer so I am confused on where exactly do I put the code and what exactly the code is. Is it in the same area for the SubmitForm? See screen shot.
