i cannot open power apps web or power automate web , it keep loading without any result , if any one here face same issue

You could try using a different browser in incognito mode to see if that resolves the issue.
i tried already from multiple devices and browsers with same result .
Test using a different network if that is possible. You can also check M365 admin center to view the Service health status or request someone who has access there to check the status.
Yes i already test from other network , power app take along time to get alogin page also from different network , no issue showing on service health regadring power apps or automate issues
That is strange. I would suggest contacting Microsoft support.
