Incorrect Date/Time Passing Through Power Automate to Flow, Teams, Lists etc. HELP!!!

This should be so easy to fix but ugh!!!
 
I have a number of flows that are generated by various MS Form submissions The date/time that populates MS List via the 'Create Item' Power Automate action is incorrect. I *think* it's GMT - but I'm not sure. The List column setting is for Date/Time (friendly format and time are turned off but when turned on the date/time is still wrong.)
 
In the event it's an approval flow, the Teams notification also has the incorrect date but it doesn't always correspond to the incorrect date that populates the List. I NEED this date (Teams) to be accurate as it's used to verify the form submission met a specific deadline (another office wants to use the Teams outcome PDF as 'proof'. They don't seem to understand that the Form automatically turns off at a specific time.) 
 
Furthermore, when I've tried to add a 'Delay' action to emails, the date/time is still wrong - but again, sometimes it's the same incorrect date that populates the List and/or Teams. 
 
I've gone into Sharepoint in the event the date is incorrect there and is affecting everything else and from what I can tell, it's not. I can't find a place to alter the date in MS List or MS Forms. I've tried to add the 'Convert Time Zone' action but I'm already in (UTC-05:00) Eastern Time. 
 
My hypothesis is that somewhere the default timezone is not set properly so it throws everything else off. Unfortunately, given the differing incorrect times generated my hypothesis doesn't seem to hold true.

    You can use the Convert time zone action to convert the date/time from GMT/UTC to Eastern Time Zone. Storing dates in UTC is a standard format and ISO standard. You can learn more about this at Behavior and format of the Date and Time column in Microsoft Dataverse - Power Apps | Microsoft Learn.
     
    Depending on where you are viewing the date, you may need to adjust your Microsoft 365 profile to choose your correct time zone. You can do that from My Account - Settings & Privacy. Then adjust your regional settings to:
