Why can't I use data from a previous step?

Hi, 
 
I have a very complex flow that has a few issues. One is that I cannot get data from a previous step. I need to use the array I've created in attachments but when I select use previous content it does not show up. 
 
Here is the flow,
 
 
This is where I want the content,
 
 
When I select enter data from previous step, I cannot get append to array or initialize variable. 
 
I assume it might be because of the number of apply to each loops but I can't seem to do anything about them, they create themselves and the flow gives me error messages if I try to move my items out of the apply to each. 
 
Would appreciate advice if there is a way to solve this issue.

    You should be getting an error when you add the Initialize Variable actions inside the Apply to Each loop. Variables have to be initialized in the main line of the flow. That is why you can't access the value of the variables outside the loop.

    So assuming that you are actually creating an array variable with the right values in it to contain the attachments, the other problem is that you haven't changed the attachments section of the properties to expect an array.  In your screenshot under attachments it shows name, content and add new item. That prompt is to add individual files, not an array.  If you look in the upper right corner of that section there is a little icon with a T. Clicking on that will switch it over to accept an array of files instead of individual file entries. At that point you should be able to see your array variable in the dynamic content. You don't see it now because where you are trying to add the attachments doesn't currently accept arrays.
