The Mail connector is currently restricted for new tenants. Microsoft is working on enabling this connector. In the meantime, please consider using alternatives like Office 365 Outlook, G-mail, Send-grid connector instead.
This has been true for quite a while. Your best choice is to use Office 365 Outlook instead. Its got more options and is a better connector.
