Is the "HTTP" action a premium connector or not?

In the new designer, HTTP Group Connectors appear to be included in the standard license, as shown in this image:
 
 
Moreover, they work when used in a flow with a non-premium licensed user.

However, in the "My flows" section, the flow displays a premium icon:

 
 

In the old designer, the HTTP Group Connectors are marked as premium connectors:


So, what's going on here? Can someone explain?

    The topic is not that new from my point of view. The situation doesn’t stand out immediately because the diamond is still displayed. Regardless, these flows work without any issues. I think I first stumbled upon it with the new flow editor at the beginning of this year. I haven’t been able to find a reference to this connector for a while. But there are some points that speak for its free usability.
    1. Incoming webhooks (HTTPS) are also free via the Teams trigger.
    2. The use of HTTP is also free with Logic Apps.

    This was never Premium.
    I started using this about 2 years ago when direct webhooks was phased out in MS Teams. So instead created a PowerApp with a "Non-Premium HTTP Webhook" and setup the connector there to forward to MS Teams. Works. No problem. Old flows still don't show this as Premium.
    But when I "Save a Copy" into a New FLow, then suddently it becomes Premium.
    So, also me looking for:
    Where/what/how in the last 12 to 18 months was the "Non-Premium HTTP Webhook" converted into "Premium HTTP Webhook" ?
    Any URL announcing this?
