First of all, please check if all of the Power Automate services are running on your machine. If any of them are stopped, please start them.
Then also, if you are using a work or school account, please check if you have a valid license to use Power Automate Desktop. It is only free for personal use on personal Microsoft accounts. Work or school accounts require a Microsoft Power Automate Per user plan with attended RPA ($40/month) to use Power Automate Desktop.
This error is commonly thrown when the user is not licensed to use Power Automate Desktop.
