I am a guest user on a another tenant's sharepoint site, and trying to customize a sharepoint list form, when clicking the option to customize the form with powerapps, I get re-routed to my own default environment. I can't customize the form. Is there a limitation on the guest user access to do this? I was able to create the sharepoint list without issue. Just can't customize the form for the list.

Have you tried this action in a private browser session?
Perhaps your credentials are in the browser and it is going to yours by that default.

s, I accessed the tenant using InPrivate window. Still brings up my default environment.
It was a stab in the dark.
However, it seems very odd that a Private browser section would have any idea about your own account and environment. When you are in a private session, it would have to authenticate you again in order to access - seems strange that you would not have seen that.
Beyond that, the only other aspect would be if the guest access is backed by an account. If not, I don't believe you'll have access to the App's for the customization without a valid license.
The way my user account was adding on the other tenant, was as a guest, I use the same user name and password on both tenants. Which Sharepoint doesn't seem to have an issue with, it's just when I try to customize the edit form with powerapps for the list that I am experiencing weirdness. It's as if the Sharepoint site does not know where to go for the Powerapps integration. I was hoping it was maybe a setting. And I would not have to be licensed for powerapps in the tenant, since it's OOTB sharepoint functionality.
