User/tenant error in approvals via Power Automate

We have an employee who is receiving this error message (see image) when attempting to respond to an approval assigned to them. Google searches aren't helping me find an answer to the cause of it. 
 
Does anyone have an idea of why they might get this error? I'm not even sure if the user ID being referred to is for the user attempting to respond or the user who created the approval. 
 
The user '401e13c7-e86b-41e9-a65c-f9e651c1dc20' in tenant '8f7636bb-81ad-4268-bf87-f1aef06a7278' must consent before making this request.
Error text: The user '[user ID]' in tenant '[tenant ID]' must consent before making this request.
 
Any ideas would be really appreciated! We don't know how to address this to correct the problem.

    Do they only receive this issue when attempting to respond to the approval via mobile? What environment is the approval flow located in/Does the employee have access to this environment?

    @BabyBots The flow is located in the general company environment which all employees have access to. I'll follow up to ask if they're able to successfully respond to the approval on another platform.

    @BabyBots The employee states it happens on every approval they've tried to complete, and it happens on both their phone and the company iPad. They haven't tried on a desktop before.
