Why newly created model driven app is automatically shared with everyone

  1. Why a newly created model driven app is automatically shared with everyone and becoming visible under Shared with me when we login to https://make.powerapps.com (in default environment) as a normal user without premium license?
  2. Why can't I Play/run all the Model driven applications under "Shared with me" when we login to https://make.powerapps.com (in default environment)? Sometimes play button is disabled. 
  3. Are users (with M365 E5 License) able to create model driven apps in default environment using standard Dataverse table without having premium license assigned to them?

    1. Why a newly created model-driven app is automatically visible under “Shared with me” (Default environment)?
     
    In the Power Apps maker portal, users can see apps in the environment they have some access to, especially the Default environment which is automatically available to everyone with any Power Platform license. They may see the app listed even if they don’t have full privileges to run it. App visibilityruntime permission. Default environments are accessible to all licensed Microsoft 365 users, and environments seed Dataverse users automatically.

    2. Why is the Play button sometimes disabled for apps under “Shared with me”?

    The Play/Run button can be disabled if the app isn’t published or if the user lacks required permissions to run the model-driven app. In model-driven apps, security roles and data table privileges determine run access, not just whether you see the app listed.

    3. Can M365 E5 users create model-driven apps in the Default environment without a premium license?

    Standard Microsoft 365 licenses (including E5) include basic Power Apps rights for standard connectors and Dataverse for Teams, but they do NOT include full Dataverse rights needed for model-driven apps. Model-driven apps backed by Dataverse generally require a Power Apps Premium license (per user or per app). Microsoft states that Dataverse capabilities included with M365 do not entitle users to create or run custom apps using Dataverse outside Teams.
