Import excel data from URL to Sharepoint

I have a quite complex task, there is an external URL which downloads an excel file to my desktop if I click on it. I would like to create a flow, once the URL gets updated with a new file, the excel should be uploaded to either a SharePoint folder automatically, or it would be even better if the columns in it could be updated to a SharePoint List and once the data gets refreshed, the flow should overwrite the existing data in the Sharepoint List / Sharepoint file.

I am completely lost, I don't know how to even start this, could someone please help me? Is it even possible to save an external file to a SharePoint? Many thanks!
