Hi,
Is it correct that if using the Virtual Agents web app, then using Power Automate to create / call standard or Premium flows from with a Virtual Agent, there is no additional cost for the Power Automate side?

please check the Power Platform licensing guide for the latest updates. Currently, if you have a Power Virtual Agents standalone license, you have the following entitlements:
So, within the context of PVA you are allowed to create and use Power Automate flows and premium / custom connectors.
If you are using PVA for Teams use rights with M/O365 licenses, you are not allowed to use Premium / Custom connectors:
