We've just recently started seeing error messages for "owner needs premium license".

The flow is owned by an individual who does not have a premium license but is using a connection reference for the premium actions. That connection reference DOES have a premium license.
Instant flows are set-up with Run-As to use a Service Account with a premium license, but the users who initiate the flow and do not have a premium license are getting the error that they need a premium license.

Our workaround has been to reassign ownership of the flow to the service account which has the premium license; however, this was not the case previously. The owner could be any individual as long as the action was using an account with a premium license.

Does anyone know what changed?

This is a recent tightening of the licensing support in the product. Legally speaking the owner of a flow that uses a premium connector has always needed a premium license because the flow will normally run in their security context even if the connector uses a different credential. The run only users setting covers data source permissions, but not licensing. But recently MS applied a fix to the editor that now enforces that licensing. To fix the problem re-assign the ownership in the Power Platform admin center to the service account and edit the flow using that account from now on.
