i need to share msform url to external users so how do i send using ms flow and when they launch the url they should have access

    To be clear, you're asking about Microsoft Forms and not Microsoft Lists. If so, you need to go to the form settings, and select anyone can respond:
    Then click on collect responses and copy the link and optionally check the shorten URL box:
    You would e-mail this link to the respondents.

    @Veblitz  If you want to allow non-organization members to collaborate on a form, you can:
     
    Go to the form you want to share
    Click Collect Responses
    Choose the Anyone with link checkbox
