Hello, I am trying to add the run-only users to the flow which triggers with Power apps. The users are not assigned with Power Apps licenses. And the error below occurred.

I would like to know that, in order to use the app or flow by the users, are the individual users need to be assigned with each Power Apps license? What type of license should I assign to them? Thus, could you please clarify this and recommend me more economic power apps license in order to be able to add them as run-only users, to run the flow ?
