Can power automate work off of Row headers instead of Column headers?

Basically Instead of

The table I have access to would be

Email bob@bob.com

Would I still be able to use power automate with it?

    Power Automate typically works with column headers when dealing with tables, if you want to work with row headers, you might need to transform your data first. One way to do this is by using the Select action in Power Automate.

    This action can be used to transform the shape of objects in an array, for example, you can add, remove, or rename elements in each object in an array.
