@v-yuazh-msft is absolutely correct. I looked quickly and didn't notice that you had the recurrence embedded inside of the Flow.
You might consider using a "Do Until" loop to run actions until some condition evaluates to true. You'll probably want to use a variable for this purpose.

I haven't seen any flow could add the "Recurrence" in flow as action and not the trigger.
I afraid that the "Recurrence" could only be the trigger of flow and you couldn't add it as action in a flow.

I haven't seen or heard of this issue before. Have you tried deleting the recurrence action and adding it back in?
