Do you want to control Microsoft updates to PowerApps?
Firstly, if you want to control Microsoft updates to PowerApps, I afraid that there is no way to achieve your needs currently.
Actually, PowerApps updates the platform and its capabilities every few days or weeks. If you want to get early access to those upcoming functionalities and updates prior to availability in other regions (where customer production apps are deployed), I think the PowerApps Preview Program is a better choice for you.
In order to access preview functionalities across PowerApps, you need to be in a Preview Environment (Preview United States). On your side, you could consider create a Preview (United States) environment within your PowerApps, then you could get early access to those upcoming functionalities and updates prior to availability in other regions.

In addition, the PowerApps would be updated automatically once a new version has been released, when open PowerApps in your browse, you always get the latest version of PowerApps.

If you want the PowerApps Mobile App to be updated automatically in your Mobile device, you need to set "Auto Update" within your App Store.
