Guidance on how to extract relevant information and execute PostgreSQL query

I want to design an IT assistant chatbot that can summarize the discussions happening in a teams channel. Determine which message contains descriptions of the ticket, extract relevant entities such as hardware failure, database issue etc. Once important entities are extracted, execute a postgreSQL query and fetch records to help determine the root cause. finally apply generative ai intelligence to guide towards the probable solution steps.
 
Also, since bot should be linked to Teams channel, in case users ask queries like how many times database errors in last 10 days then bot should ask relevant questions like name of  databse, number of days=10, error type = database, to formulate a SQL query, establish conncetion with relevant database and fetch records.
I have doubts about how to define such a flow, whether these should be defined as Actions or topics that accordingly get triggered based on current message shared in the Teams chat.
 
Additionaly, if user asks fro SUmmary, then summarize important discussions that have happened thus far. Any reference to good tutorial or documentation with generic guidance is highly appreciated, specially for how to connect with PostgreSQL and fetch multiple records, not a single row, not tables but multiple records from a single table.
