Approval? Create link? : How to create a flow that creates a shared link but limits the user from sharing again

I want to create a flow that gives a user in an organization view and edit access to a excel work file in Onedrive business. But once that file is shared, I do not want the user to have the ability to share the file with anyone. How would this flow work? Would it be an approval flow?
