License for users using a parent flow calling a child flow with a premium connector to call Azure Function Web Api

If you create a child flow that use a HTTP premium connector to call a Azure Function Web API. The account that is creating the child flow needs a premium connector license. It seems that users without a premium connector license can use a parent flow (approval flow from SharePoint) to call the child flow without a premium connector license. Does all users (M365 E5 license) using a parent flow to call this child flow using a premium connector need a premium connector license?

    If you are per user license. If the flow is running as child or as top level, the user running it needs to be properly licensed.

     

    The other options is to use per flow plan for child flow.
