Which Licence for Retrieving, Updating and adding Records (SQL Server Table) ?

Good Morning,
 
Can I request to know what Licence would I need for Power Automate - as an absolute minimum - to perform these three operations on a SQL Server Table:
 
1) To retrieve records (i.e. SELECT). What is the best approach/interface for searching records within or in conjunction with Power Automate ?
2) To Update existing records.
3) To Insert new records.

    Anything SQL requires all flow users to have a Power Automate Premium License.
