I need help with a flow to consolidate multiple people into one request instead of duplicates.

I can put all names in request, but still sends duplicate approvals

    I need help with a flow to consolidate multiple people into one request instead of duplicates.
     
    I could have the select function in the wrong place. I have been trying a few different things, but am still a little new to power automate. I have a flow for associates to submit requests for schedule adjustments. If the associate submits the request, it needs to be approved by a manager and then sent to the main admin for approval. if a manager submits a request, and for multiple associates, I need the approval request to include all of the employee names, and submit directly to the admin as 1 request. The apply to all pulls the associates info that the ticket is submit for, and is from a multi choice/ people picker sharepoint list form. any guidance is much appreciated!

    I am not following something. Why do you have a select after the Get Item?
     
    And what is your Input to the Apply to Each?
     
    Since that is whats causing you sending 2 out, we need to understand what the select is doing and why its creating 2 items
     
    Please share the inputs to the Apply to each, from a Run, where it sent 2 approvals please.
     
    Also show the output of the Select
