Using a dataflow to autopopulate a dropdown column in a SharePoint list

I have an existing dataflow that takes data from an Excel file that includes project ids. I have a SharePoint list that has a lookup column where the project ids can be selected (separate from the dataflow). I want the dataflow to auto-populate the choices in a choice column each time someone goes to add a new item is added and a project has been selected from the lookup column. Has anyone done something similar to this and could tell me what I need to structure this?

    I am just confirming what you are trying to do 

    1. Excel has the project ids

    2. Using Data Flow you want to Populate the Project lookup on your other sharepoint list .. is that correct?

    Yes the Excel will look like this:

    A co-worker has set up a dataflow to pull the items in bottom table, connected with the project ID listed in the top row. We are trying to take this data, and when a project is selected from a dropdown when adding a new item to a SharePoint list, the items in the dataflow with the same project ID are the options presented in a separate dropdown column in the SharePoint new item.
