I think PowerApps + Dynamics 365 FO is a relevant option in all use cases where
- data needs to end up in D365FO AND
- data input needs to be done with a mobile device AND
- the standard mobile apps/workspaces do not fully cover the requirement AND
- development work needs to be avoided (or developers are not available).
Here some examples:
- Timesheet input for employees
- Expense report
- Managing fixed assets (of IT equipment around the company)
- Collecting contact info on a trade fair
- etc.
