Building Microsoft Forms Dynamically

Hi Power Platform,
 
I was trying to look for a way if possible such that depending on values inserted by user in SharePoint List is there a way we can create multiple Microsoft forms for training?

    I am going to say no, because there are no details of who or why you are creating new ones.
     
    What does them adding a row have to do with creating a Form, and again, Form to do what? Based on what.
     
    But the answer is no I am afraid.

    Can you share a screenshot of your SharePoint list setup? Is it a choice field which allows multiple selections? 
     
    And what is it in the forms you want to create specifically for the user? Are specific questions in the form tailored for the user? 
     
    Would be great to get a bit more background about the process you are trying to automate (is it for example part of an induction type of process). This way we might be able to steer you into a solution approach direction.
     
    For example Microsoft has a product called Dynamics 365 Customer Voice (fka Microsoft Forms Pro) which can do a lot more compared to Microsoft Forms. So, maybe it is just a matter of switching products.
     
    But we can only suggest that if we have a better understanding of what you are trying to achieve.
