Publish all customization option in Solutions - Does it matter for flows?

I see this publish option at the solution level.

I understand if its PowerApps, it will just publish that app if there is any saved version which is not published.

However, in case of Cloud/desktop flow, does this publish option makes sense? AFAIK when we edit and make change in any flow and they are saved, its as good as live and available to everyone. Is that the right understanding or am i missing something?

At my knowledge, it doesn't matter for flows.

Thank you. I was told that , when flow is shared with another users. Changes made by me, will only available to other users after i publish customization (Which I doubt and changes are available immediately for everyone)
