    There is no problem with your flow configuration, because the pdf attachment you uploaded is 8MB, which is too big for flow.

    The Common Data Service defaults to a per-annotation (attachment) size limit of 5MB.

    I test send email excel file size = 82kb.

    OneDrive save file size = 1 kb. and open file error.

    Please check whether the file content of the 'create file' is empty in the run history.

    Could you please post a screenshot similar to this?

    In addition, you can try to add a 'Get attachment' to get the content of the attachment.

    I did a test for your reference.

    In my scenario:
