Alternative to Content Conversion Connector?

I am working on a GCC environment and I have a requirement to convert HTML to plain text. The Content Conversion connector is not available on GCC tenants so my question is if there is an expression or something else that I can use to achieve the same result.

According to the documentation of Content Conversion connector, it is available in GCC tenant.

This is NOT true for GCC-High tenant. There is no content conversion, no html-to-anything, no convert-to-anything in that tenant. This is maddening!
