If you create a new flow with Power Fx ENABLED, you get the single Conditional Expression box in which you must enter a Power Fx statement. I haven't looked into the Power Fx syntax for this yet.
If you create a new flow without enabling Power Fx, you get the multi-line First operand/Operator/Second operand box.
As far as I can tell, there's no way to "un-enable" Power Fx on a flow once you've enabled it. But you can copy the enabled flow, created a new flow WITHOUT Power Fx and then paste the old one into the new one.
