This basically mean, if the excel file is not manually open by a human, the excel file will NOT have any submitted data from the form.
So in order to do what you want to do, your flow that is triggered by form submission will have to write the submitted response to another excel file.
Then you can have another scheduled flow that runs in your desired schedule, get the file content of the other excel file, and attach it to the send an email action.
