I have created a adaptive card to get user feedback. What i want is after user give their response the buttons should disappear and adaptive card should be locked for interaction.

You're looking for the "post an adaptive card to a teams user and wait for a response (preview)" action. You can then define an update card with message on submission.
In the schema explorer you can toggle visibility of elements but only as part of an action, so I don't think (but could be wrong?) you could have both a submit and toggle actioned as one action. of https://adaptivecardsci.z5.web.core.windows.net/explorer/Action.ToggleVisibility.html
