How do you either attach a PDF to a SharePoint List or add a hyperlink to row? I would be happy with either.

From an email? I created a file in my share point docs. Then power automate I used “Create file” to add it in there

I found an old flow example in one of my environments and this one takes file uploads from a FORM and adds them to the LIST ITEM.

The key actions here are creating your item OR using Get Item bc either way, you need the ID of the Item downstream when you use Add Attachment action (shown below). Then it's pretty easy to see the example here, I'm using the dynamic content upstream from Create Item, (in my example, get file content using path ~ for the file upload content), and the file name.

The posts above show how to add an attachment to a list item, which you refer to as a row. To add a hyperlink, create a hyperlink field in your list and then use either the create list item or update list item and populate the field with your hyperlink (hyperlink field circled in red):
