I have reproduced an issue on multiple Copilot Studio agents. When "Everyone in Organisation" is granted Viewer access, individual Editor assignments do not persist after refresh and are removed. When Organisation-wide Viewer access is removed, the same users can be added as Editors successfully. The issue occurs across multiple agents and users and appears related to the interaction between Organisation-wide Viewer access and Editor permissions rather than user licensing or environment roles.
